However, it emphasises health risks, nicotine dependence and uncertainty about long-term effects.<\/p>\n<\/section>\n<section>\n<h2>Who is harm reduction intended for?<\/h2>\n<p>For people who already smoke and cannot or do not want to stop, the FOPH presents e-cigarettes as a possible alternative. This is not an invitation to start: people who do not smoke should avoid these products.<\/p>\n<\/section>\n<section>\n<h2>A clear goal<\/h2>\n<p>Quitting tobacco completely and overcoming dependence remain the health goals. Individual advice and cessation treatments can help.
